As a native Oregonian I'm proud to be able to report that beginning in the early "oughts", (no sales tax) Oregon has very vigorously put a stop to out-of-Staters registering their vehicles without being legal residents of the State. And there are actually prosecutions of people doing the kind of "business" so openly practiced/encouraged in Montana. At least one person has been sentenced and fined for arranging these phony registrations. Link
All enforcement/prosecutions were/are done entirely at Oregon's expense, and ONLY because of that State's position that it won't be a party to what amounts to the theft of monies rightfully belonging to other States.
Who knew that a whole State could behave so honorably? :)
