While I understand what you are saying, most law enforcement agencies will not get involved in a civil situation of any sort, that involves private property parking issues. They will also not generally use police resources for attempting contact; this would be something that would be handled at the Dispatch/Communications Center, and a law enforcement officer would not be involved. It would also not be referred to a law enforcement officer for advice in civil law, since law enforcement officers cannot offer advice in civil matters other than to contact an attorney. I say this based on 40 years of experience in law enforcement/public safety and first hand knowledge of similar issues. The other advice offered here has been good advice for various options.
