There are some annoyances that aren't a part of camping, in my opinion. Things like LOUD people, drunkards throwing bottles around, dogs barking and wandering around... this isn't a part of camping and I would be upset too
On the other hand... dogs that are behaved and occasionally bark are to be expected. Fires... as in a CAMPFIRE... are to be expected. People up late at night playing cards but keeping noise at a reasonable volume are to be expected. People up early in the morning and putting boats in the water to go fishing, or cranking up the coffee and breakfast at 0600 are to be expected.
If you can't deal with some noise at night (reasonable noise) and some noise in the morning and campfires and kids running around and the occasional domesticated animal then perhaps you should look into boondocking in the middle of nowhere.
Now... the scenario that the OP described is unacceptable. I wouldn't have put up with it. I think you should write a quick blurb on a review site and give your experience. Don't write a 3 page review blasting the whole park, that will seem like a hatchet job that people will likely ignore. I would simply write that you had noisy, disgusting neighbors with large aggressive dogs and management refused to take control or allow you a refund. Don't make it personal, but alert others what they should expect if they have a similar experience.
