Tires are rated lower in dual configuration for a few reasons but not for the "reserve capacity" one. If that were the reason, the rating would be half in a dual configuration.
The reasons are that the road surface is never flat, the tread may not be equal height and the air pressure may not be the same. The result is one tire will carry more weight than the other.
