I am here to tell you the above DOES work.
The park we overwinter in each year issues a $25.00 fine for the first offence. Second offence and you are evicted.
The owners say "No hard feelings. If you don't want to follow the rules don't camp here."
Everyone in that park drives slowly, picks up after their dogs and obeys quiet time.
It is very nice.
