Public or private, doesn't matter. I recently studied up on the subject of trespassing on public (government owned) property.
No need for any kind of timing device. If an authority for the park says I'm speeding, I'm breaking a park rule. That gives them grounds to ask me to leave. Once asked, I am now trespassing. Trespassing is a crime and I run the risk of being arrested if I don't leave right away.
So, a speeding ticket on a public street is a civil infraction and other than affecting my insurance, poses little risk. Being arrested for trespassing is at least a misdemeanor crime, which means I would get a ride to the nearby police station / booking office for finger printing, a search and detention until arraignment.
