And I believe that is correct for geometric design. But you don't raise the speed limit on a straight stretch of highway through a school zone just because everybody wants to go fast.
Actually, you are wrong. This falls under the politico using the "kill the kids" card not an actual safety benefit.
If there are actual kids crossing, traffic will slow down without the need of a sign.
The only engineering purpose of signs is to let unfamiliar drivers know what is reasonable. Artificial speed limits violate this as they give false information and lead to disrespect for the signs. (obviously, they also have an enforcement purpose but that is supposed to support the engineering purpose).
When you artificially slow traffic down, they pay less attention to the road leading to a higher likelyhood of a crash.
