Not so much in the midwest. States I regularly drive through, Missouri, Illinois, Indiana, Michigan, when scales are closed the barricades are up, and sometimes the ramps are also barricaded to close the parking areas. It varies some, superhighways vs US and state highways.
As many times as I've been through it, don't remember passing closed scales in Kansas, know that the doe a lot of roadside weight checks.
