Steering wheel unlocked when towing with a dolly?

I have flat towed and obviously the steering needs to be unlocked to allow the wheels to turn in order to track behind the MH. Does the wheel also need to be unlocked when using a tow dolly, such as ...

That is not true with a dolly that has the pivoting pans or the wheels turn. I saw a new Prius that someone had towed without locking the steering and it had dented both sides of the car because it moved to far and the tow dolly fenders had made major dents in the side of the car.
