Steering wheel unlocked when towing with a dolly?

I have flat towed and obviously the steering needs to be unlocked to allow the wheels to turn in order to track behind the MH. Does the wheel also need to be unlocked when using a tow dolly, such as ...

OK, how well does it track with the car steering locked? How many miles did you tow it that way?
I'm not saying it won't track well, I'm saying I don't believe that the car wheels help the dolly steer once they are tightly strapped down. They simply can not move!
