Steering wheel unlocked when towing with a dolly?

I have flat towed and obviously the steering needs to be unlocked to allow the wheels to turn in order to track behind the MH. Does the wheel also need to be unlocked when using a tow dolly, such as ...

Ok let me try to help you one more time. Go jack up your car so that both wheels are off the ground. Use all appropriate safety equipment. Now with the steering column unlocked move the tiers from left to right by moving the tire by hand. What happens? Does the STEERING WHEEL MOVE? Now lock the steering column and try to turn the tiers. What happens?
