Steering wheel unlocked when towing with a dolly?

I have flat towed and obviously the steering needs to be unlocked to allow the wheels to turn in order to track behind the MH. Does the wheel also need to be unlocked when using a tow dolly, such as ...

Yes, we have the ACME and the steering column needs to be unlocked.
