I am also wondering how the card info can be used without the card? Do you not need the card to enter it "swipe" it at the pump?

common scam. thief steals number from a card on the rack.
thief enters number and can see when it is activated
thief then creates another card with that number on it and uses it.
Was on TV around here at xmas.
Solution is simple. Many cards now have a tear away strip over the activation number. don't buy one without an intact strip. you must remove the strip to activate at the checkout counter.
