I too have an interior step that provides quite a bit of storage and that is where most of my tools are found {I use canvas tool bags as well}. What doesn't fit there goes into a cubby under the forward end of the dinette.
These locations keep the rather substantial dead weight of my tools well forward and low in the coach while being easily accessible from the inside. I admit to carrying more tools {and spares} than most but that has served not only me but a lot of others very well over the years.
