My view is that there should never ever do any level of ac voltage on the frame, period. If there is there is a problem with the trailer not the pedestal. The ground is there to provide a safe route for it if there ever is any. Voltage will take the path of least resistance, being it be the green wire or a person. To me there are two ways you find a problem and you found one of them. The other is if you were plugged into a GFI receptacle. My view is you have a problem in your rig.
