It tuned out to be because our Campsite was within a few hundred feet of high voltage overhead power lines. My friends camper next to us had the same voltage. Once we moved the rigs at the end of the trip the voltage was gone.
I should mention that even with the shore power cord unplugged at the pedestal and battery disconnected I was still reading 8 to 9 volts using the voltage meter (frame to ground). This confirmed my theory that the stray voltage had nothing to do with the pedestal or rv electrical systems. There was high voltage (grid) wires running through the campground about 200 feet from our site. It was definitely a scary and freak thing.
I'm not saying this is your issue but a possibility.
