That's actually a known phenomenon, tested and verified by several power companies with published white papers on the subject that I've read. In that case, a ground rod IS the recommend fix for this induced voltage potential, which can reach up to maybe 10,000 volts but with a max of 5 mA current. So it's rather like grabbing a spark plug on a running lawnmower. Painful, but not usually deadly.
I've made arrangements with the local power company to do my own experiments about High-Voltage coupling into RVs parked under them, and they've suggested a 500,000 volt wiring run I can use. Should be a lot of fun and very informative.
