The lesser fill might be to allow for temperature change which may increase volume after all the filler does not want an unexpected release of gas
Expansion room is already considered in designation of bottle size, so the liquid capacity of the bottle is sufficient that it can be filled to 20 pounds. I've been seeing exchange bottles lately labeled as containing 14 pounds or as little as 12 pounds. At least now the contents are being labelled. When they first started short-filling exchange bottles, the companies were willing to let you assume that you were buying 20 pounds.
