I agree with the others, highly unlikely the trailer brakes activated on their own. Most likelily the speed was reduced enough the friction control had a chance to get a bite on the bar or it heated up enough to create more friction. They are similar to a brake and could be what you felt. Where is the water tank? Not sure why everyone is stating that created a light tongue. Mine is in the front and increases tongue weight.
