Yes, and agree on the micro-movement needed to turn on the brake lights would have activated the controller, except that the controller does not stay on after the brake lights are off. The momentary "turn on" would have turned off just as fast, the controller releases the TT brakes once the brake lights go off.
The P2 is also proportionate and activated by deceleration, even if it came on and stayed on from the brake light, it would not apply any braking to the TT if the TV was not slowing down. The manual lever on the P2 overrides feedback from the internal accelerometer chip.
