The P2 is also proportionate and activated by deceleration, even if it came on and stayed on from the brake light, it would not apply any braking to the TT if the TV was not slowing down. The manual lever on the P2 overrides feedback from the internal accelerometer chip.
Back when I had a Prodigy you could set the boost preference. So if that was set to high yes the trailer brakes would lead even without deceleration.
