You really need to do yourself a favor and go to a scale and find your actual TV payload capacity and gross weight and also actual tongue weight and TT total weight. (Takes 3 separate passes to get all the info. you need.) You will be able to get your actual payload capacity from this and actual weights being transferred by the WDH. TV should be weighed with all passengers, pets, groceries, full tank of fuel, etc. and any gear for camping in the back. If you think your payload capacity really is 1928 lbs, that's more than our F250 (confirmed by going to a scale).
Factory dry weights are next to useless and it doesn't matter if they are "certified" or not. Dry weights always go up and you won't know by how much until you go to a scale. As an example, our tongue weight went from 540 lbs dry to just under 1,000 lbs all loaded up for camping plus various mods and upgrades - a huge difference.
There's quite a few things that could be contributing to the issue as in above posts, but until you can demonstrate otherwise by going to a scale, the first thing I would suspect is that your actual tongue weight is too much for your TV.
A pic of your TV and TT hooked up and WDH setup might help a bit too.
