I have yet to see or hear about a water heater that "constantly" uses energy to maintain temperature. The tanks are extremely well insulated and the heater seldom cycles on when not in use.
Back in the '80s, a co-worker at an electric utility connected a chart recorder to his water heater to check this out. Every night (after initial recovery), in the period of 11 p.m.-7 a.m., the heater cycled on ONCE for no more than 5 minutes. Five minutes in 8 hours is a far cry from "constantly".
