It depends in which state. My state excludes the first $10,000 of income from pensions, social security, retirement plan distributions. I pay income tax on the rest. The governor is proposing elimination of this exclusion, and reducing the minimum tax rate.
For Federal income tax the rules are more complex, but if your pension income is substantial you will pay income tax on most of it.
