Simple statistics - if you look at the article it is based on "violent crimes per 100,000" population. Look at the states on the list, what do they have in common? A couple of urban areas with acknowledged crime issues and vast swaths of low population areas. Hence, a high rate based on total population. Take away Memphis, Nashville, Knoxville, and Chattanooga and I bet TN would drop to the bottom of the list!
