The data referenced in this thread is for the crime in entire state by state average rankings.  Of course, in nearly every state, there are many cities and areas of cities that are very high in crime and there are also areas within any state that are very low in crimes per resident average.  
Some states have numerous larger cities with very high crime statistics but have less than 7-8 million in total population in the entire state. AND Some states have none or only one or two larger cities with high crime statistics but have 9 million or more in population. It's all about percentage averages per resident VS the total number of residents in a state or in a city. Most reports will have some of the contributing factors listed or mentioned that usually set that state apart from lower crime average states or cities.
The most violent and crime plagued city in the top 100 cities in population in the USA by far is New Orleans which has more than triple the crime of the next highest city's crime rating/percentage. Was just on the news today!
