Gray water that has been in a holding tank can stink almost as bad as the black tank contents. But gray water coming out of a pop-up is likely fresh from the sink, and wouldn't smell any more than a sink full of water does when you wash dishes or wash your hands. And it shouldn't smell on the ground any more than what results after a person washes a vehicle...
It is possible that these campers simply did not or do not know that you can purchase totes to drain the gray water into to transport to a dump station. I wouldn't have been quick to jump on them, but I would have approached them in a friendly manner to suggest they change their practices.
