It is really very simple (as it usually is): READ the rules. FOLLOW the rules.
If the rules say you must not dump waste water on the ground, DO NOT DO IT!
If the rules say you must not dump your waste water into the vault toilets, DO NOT DO IT!
If the rules say you must not wash your RV, DO NOT DO IT!
Completely different situation. The OP claims the person he reported was fined for dumping grey water.
Who fined them?
Who fines the people washing their Class A and their run-off which is full of soaps, road grimes, bugs, etc?
In my case, I would report the infraction to the Camp Host, who would call the Forest Service Headquarters, who would send out a Ranger to levy the fines as necessary. The Ranger might even bring a Sheriff Deputy, depending on the report from the Camp Host.
In the case of a commercial RV park, the local Code Enforcement Officer might be the one levying the fines. Or, the "fine" might simply be "Get out, and never come back!"
There are ALWAYS penalties for breaking the rules!
