Probably lots of reasons, but in my observation, when there is "peace" in the Middle-East (aka strong U.S. presence), the prices tend to be high because we're doing all of the "peacekeeping/military expenditures". When there is unrest in the Middle East, those countries start pumping the oil to build up their own military muscles.
Politics, I'm sure, has something to do with it in terms of their policies. For example there are 34 different states which require different blends of gasoline. Source. It's hard to determine how many different blends there really are. But no doubt it would be a lot cheaper if we just had 2 (low octane & high octane). :)
For the poster who said "the price will sky rocket because the Republicans are in power", well...when George W. Bush left office the national average for gasoline was $1.78 per gallon. If that's "sky rocking", bring it on!!!! LOL :)
