Both = some percentage of garbage.
Prices of oil will go up - because the US is *exporting* way more than previously - due to increased US production - mostly due in turn to fracking.
Sure Saudis want to stop fracking - but also other countries want to purchase product.
Big Oil = US oil to the highest bidder...;)
"They" pay = *You* pay.
Oil Companies happy - either way!..:C
