Gonna play the Devil's advocate here... I understand that the truckers need and have mandatory rest times. But So do other drivers, I am lucky, I prefer to drive at night, D/W during the day, so if we have a long trip we alternate that way. On the few times I have stayed for a prolonged time at a rest area, (over 30 min) I try to stay at an out of the way location while there. One of the things I have seen are state run scales that have a parking lot, but have a gate locked at the entrance when closed. It seems to me that while the scale is closed why not let the truckers / RV'ers use those lots as well. Some states do that with out any problems, and it seems logical to me. Safer than just pulling off the road at an exit and park for the night, (Seen that quite often as well). NOBODY wants to be with a driver who needs sleep an heaven forbid falls asleep while at the wheel, be it an 18 wheeler or RV.
