I'm not even sure how this is up for debate. The entire world is first come first served when it comes to parking.
If the guy in the RV can't get used to a refrigeration unit or APU or generator running, he probably should have went to a campground. Ha ha ha.
In any case he should just move.
You NEVER go wake someone up at 4am at a rest stop. That's looking for trouble actually.
