I don't see any issue with the guy asking politely or her declining politely (comments about his appearance are just a cheap shot). She didn't pay for the road or the truck stop and doesn't own it any more than he does.
All the blather about terrorism and interstate trade charges and such is just that. While technically it's possible to pursue, in reality, they would likely get a vandalism charge if he actually did something (looking is not the same as doing) and if he was caught.
I can see being a little annoyed at being woke up at 4am but it comes with the job.
