All the blather about terrorism and interstate trade charges and such is just that. While technically it's possible to pursue, in reality, they would likely get a vandalism charge if he actually did something (looking is not the same as doing) and if he was caught.
I can see being a little annoyed at being woke up at 4am but it comes with the job.
If it were 4:00 pm maybe you could say it was OK and comes with the job. But at 4:00 AM there is absolutely no reason to knock at the door unless it is a dire emergency.
The issue had nothing to do with the road or truckstop. It was about shutting off the reefer unit.
