Doing  away with lemon laws or any law that mfg don't like is done through certain political type lawmakers especially in Oklahoma. Its their goal to make less rules for businesses to operate under. IMO most folks understand how the political culprits works regarding this issue.
This from MHBA home pages;

... tells us what Gerber is saying is pretty much the norm for mfg to use their political clout with state and even Fed lawmakers as in the lemon law reversal debacle/etc.
I know the old MHMA (mobile home mfg association) was really strong on working/contributions with lawmakers favorable to changing rules/regs/laws to protect them selves while advertising like RVIA, "how they protect the consumer".
