Our best friends have a daughter-in-law who is a COE Ranger. While she was attending college she worked at various parks and part of her job near the end of her training and schooling was to help train the new recruits. So sometimes if you see two Rangers together, it maybe some OJT going on. If it bothered you that much, why didn't you ask the Rangers what they were doing? You have that right since you pay their salary so to speak.
