I can certainly identify with this one. I manage the recreation program on a National Forest District. This year we weren't allowed to hire our seasonal lawnmowing crew due to lack of funds, but I'm sure everyone at the Washington, Region, and Forest levels will be paid.
BTW, we don't furnish poo bags.
