So if both rangers didn't go reload the bags and only one went, what would the other have been doing? Would they have clocked out and gone home because it only took one to change the bags? Probably not.
Here's the problem with your observation; you don't know why the two were there. Maybe they were out on a two person patrol and one of the duties on patrol is stop in and change the bags.
I spent a long career in law enforcement and I'll tell you a complaint I got once. A lady contacted my Sergeant and complained that I was doing my Christmas Shopping while on duty. Her evidence? Well she was at the mall doing her Christmas shopping and she was there over two hours and saw me there the entire time. She made an observation and jumped the conclusion that I was doing something wrong and she was going to go get me in trouble. My sergeant politely explained to her that I was not there for 2 hours, I was there for 10 hours. It's the holiday season and my assignment was a foot beat in the mall. She never even thought of that. Duh.
While I'm on a roll here's another complaint I got. Guy complained that I used my emergency lights to go through a red traffic light and all I was doing was in a hurry to go on a break. His evidence: he saw me run the light and then he drove a few blocks and saw my car in the parking lot of 7-11. He was sure I was just in a hurry to get a cup of coffee. My Sgt had to explain to him that the 7-11 had just been robbed and I was there handling the call.
The moral of the story is sometimes what you see may not be what is really happening. Then again maybe they were just goofing off.
