The waste in Government is rampant. There is no sense in asking Why ..........?-The answer is: "Because they can". Don't expect anything to change until there is some accountability and all the people responsible can be fired immediately and stay fired (and lose their perks) for waste, fraud and abuse. I don't expect that to happen in my lifetime.
