Really? There's no evidence of waste, fraud and abuse and it going unpunished? Maybe you're so caught up in defending public service that you can't stand up for cleaning out the trash. You must be a union guy. In the private sector they wouldn't be there long; only in the public sector is it looked over, rationalized, and tolerated.
