Interesting that you think this should be the camp host's job. If you have never volunteered, you may not understand that the camp host has a specific set of duties that are negotiated in advance.
I have never volunteered and to those that have suggested I fix this by doing that I have 25 more working years to go before I can retire and become a host. Until then I actually do understand the position as my father worked as a camp host. In the case of what I observed we have a host that is new for this part of the season and like everyone working anyplace there are some that are better and some that are worse. Giving the benefit of the doubt to this very nice couple I think if they were told or asked to do this they would. I think the week link here is as some have said that the program is disorganized and the duties aren't outlined. Add that to the hosts not being very good at identifying what needs done and we end up where we are.
If they are "new" there is a big chance that they were given the keys, and heard: "There you go. Have a good summer." I can state from experience that many campgrounds provide NO training at all, and it often takes a few years of hosting in that particular camp to really understand all the particulars’ of the job.
Again, from experience, many times I personally could have been a much better host if I received more than a job description and a set of keys. Often, it not laziness, but rather a lack of information or direction.
