We used to pay personal property separate but a few years ago the state thought there were enough people just not reporting RVs so they added excise tax to plate fees.
Our property, income and sales taxes are a little less than neighboring states, so I guess it evens out, but is still a bite.

I will probably save you several hundred dollars and others with what worked well in Washington State when the tabs were very high like yours.
Do not license your RV, go to your DOT and buy one trip permit for everytime you think you will use it in a season. They are good for 3 days. You fill in the dates when you use one. When I did this they were $15 per permit.
I was talking to the lady at the DOT office about doing this and she said "honey you won't believe how many free drinks people have bought me for telling them about this".
