Yes a 30% cushion for load rating is fine, but like other things, depending on type of use, having more factor of safety is not a bad thing.
It’s risk vs reward. And for trailer tires that are unusually prone to higher than normal failure rates than car tires, another $10 a tire for an overkill load rating is not a bad thing.
I’m looking at my, now going on 10 year old boat trailer tires that haven’t had more than local trips on them for the last 7 years now, garaged all year, look like new and struggling a bit with replacing them for longer trips planned this summer. But they’re getting replaced. Have too many past blow outs and busted up fenders to not drop the $400 on new tires.
