Typical passcar tires are rated for 112(S) or 118MPH(T). Many cars use tires raced for 130MPH (H). High-performance cars often use tires rated for 149MPH (V) or more (Z).
As I recall the tires used on MOST Michigan State Police cars which appeard to be "off the shelf" tires were speed rated 120 MPH.. Some of the patrol cars get (And need) the 150 MPH ones. (And even if you outrun it, there is the Motorola to think about).
Every police car I can think of since the late 80's has had V-rated or better tires from the factory. (In fact, Goodyear made a run of V-rated Eagle GA's in 235/70R15 for the 1994-96 Caprices.)
I have seen SMALL trailer tires rated for like45 or 55 but never a car or truck tire that slow.
Lowest rating I have seen on a P or LT tire is 99MPH (Q), and that is usually a snow tire or an all-terrain truck tire.
