Re-rating the exact same tire, depending on use, isn't without precedent.
Many LT tires can carry two different load capacities - for SRW and DRW - with the SRW application having a higher load rating.
At the end of the day, it's up to the buyer to ensure they know the details on usage and ratings for their particular application...though I am curious as to why Michelin "de-rates" the XP Rib for RV use.
