If the bearings were run so loose that it affected tire wear they need to be replaced. There is no such thing as proper torque on a wheel bearing, they are adjusted with a small amount of clearance.
Torque was a bad choice of words. Of course you don't torque them. Probably would have been better off to just say properly adjusted them.
