IMHO the big problem will be trying to figure out an acceptable, and universally applicable, way of restricting what someone can drive with a plain ole’ fashioned ‘car’ license without endorsements.
By length? By weight? By type of vehicle?
I suspect a BUNCH more people drive rental trucks or pull U-Haul type trailers than do RV’s, at least up to the point where they’re experienced enough for it not to matter much.
