Allow me to restate my position from the first page: If the campground has no dump station, a "tote" is completely useless! There are a great many campgrounds, State and Forest Service, here in the West that are "Pack It In, Pack It Out" areas. There is no dump station, and no garbage service. You must take it all home with you.
No, you can not dump your RV waste (or garbage) into the vault toilets. That is against the rules. Those toilets are pumped out on a set schedule, and it wouldn't take many RV dumps to fill them, requiring a special pump-out. The money isn't in the budget for that.
No, you can not allow your waste water to trickle out on the ground. That is against Montana State Law.
No, you can not throw your garbage into a dumpster behind a store in the first town you come to. That is "Theft of Services", and you can be prosecuted for it.
