If they got your a clear picture of your plate, you will get a bill. Might take a month. Might take 3 months. But you will get a bill.

One time I got a plate charge to my work AMEX card in April, had not rented a car for work travel that year! I chalanged the charge, about two weeks later AMEX informed me it was a valid charge! I reached out to Ate Pass to figure out, well I did rent a car in Puerto Rico back in October the previous year, yep six months to bill! The guy from Plate Pass said hd seen this before!
