We were confused too when traveling to the Keys. They still have toll booths unless they recently got rid of them. After the first trip having to stop muitiple times at booths we bought an ez pass for about 20$ I think. It costs less and no more starting, stopping, lines. Don't love the tolls but love the ez pass to deal with them.
Edit: ez pass itself is about 20$. Of course you still have to pay the tolls :)
